Problems of forming a health insurance system in Ukraine

The subject of the study is the formation of a health insurance system as an element of state social and economic policy in the absence of an established insurance culture in society. The purpose of this article is to identify signs of consistency in the provision of health insurance services, identification of the problems of the formation of the medical insurance system in Ukraine. Methodology of work – the study was carried out using such general scientific methods as the method of comparison, extrapolation, analysis, systematization, and statistical method. Results of research – the study analyzes the scope of health insurance services. The analysis of the compliance of the existing Ukrainian practice of medical insurance with the signs of consistency is carried out. The existing state and level of development of relations between the basic elements of the health insurance system are determined. These elements in the study include providers of medical services, recipients of medical services, insurance companies, and the state. An assessment of the integrity of the system. The most important indicator of the development of relations between the basic elements of the medical insurance system is the availability and functioning of the insurance medical services market. The statistical data on the state of health insurance in Ukraine is analyzed. Conclusions – the study found that the current practice of providing insurance medical services so far does not bear signs of system. However, it can become the basis for the formation of a complete health insurance system. The problems of the medical insurance system in Ukraine were outlined, among the directions of promoting the development of medical insurance were identified: the formation of the foundations of an insurance culture in society, the creation of a legal field favorable for the formation of an atmosphere of insurance activity for both individuals and legal entities
