There is no doubt that the entire Asia-Pacific region, especially Southeast Asia, is undergoing a large-scale naval modernization process. However, most analyses of this phenomenon have focused on its scope and nature, especially its possible consequences for peace and stability in the region. Of particular concern is whether we are seeing the beginning of an unstable naval arms race in the region.
