D5.2.2 Final evaluation report

This document presents the final evaluation of the LIVE IT project. It speaks mainly to the ‘accountability’ and ‘learning’ purposes of evaluation. It is a ‘summative’ evaluation that seeks to provide evidence on whether the project’s goals have been met and how. It presents the overall approach to evaluation and the methodology used to evaluate LIVE IT, the key results of the evaluation and an overview of the main evaluation conclusions and implications. The overall approach applied in the LIVE IT evaluation is based on an adaptation of the ‘realist evaluation’ approach. A realist approach is theory-based and is essentially about testing a theory about what ‘might cause change’, even though that theory may not be explicit. LIVE IT’s Theory of Change maps the project ‘change journey’ so we can see the connections between the ‘presenting problem’ it wants to solve, the expected impact on that problem at project end and everything that’s supposed to happen in between
