The notion of sovereignty is fundamentally historical and has ended up having a global reach. It is historical because it first arose from practical solutions - political and legal - in the Late Middle Ages and Early Modern Period, which were immediately articulated by theoretical and philosophical formulations that sought to give it legitimacy. And it has ended up being a universal concept because today's world is that of sovereign states, unfolding in a double dimension: outwardly, every state is formally independent in making decisions and reaching agreements with other states, and has full powers over its territorial jurisdiction, subject only to the conditions of the international treaties in which it has voluntarily concurred; inwardly, in every internationally recognized state there is a supreme power, which is not subordinate to any other. In today’s world, it is objectionable that this classical definition of sovereignty based on independence and supremacy has a clear empirical correlation: in contemporary financialized capitalism, transnational economic oligopolies permanently dispute the effective sovereignty of states
