Every magistrate proceeds daily with the measure of his own performance, as well as between the means offered by the parties for his decision and those which are necessary. In this sense, he is constantly concerned with measuring the performance of his practice. Objective measures serve justice without undermining independence if their design, dissemination and use is in a participatory context. They make it possible to increase the responsibility of the judicial system vis-à-vis the litigants and thus its independence vis-à-vis the other powers of the State.
