Transformation of the financial mechanism in the conditions of decarbonization of the national economy

The global nature of climate change necessitates the introduction of effective mechanisms that can significantly reduce the risks and negative consequences of climate change at the international and national levels. The opposition to climate change is possible under the condition of complete decarbonization of national energy systems and zero net greenhouse gas emissions in the long term. Decarbonization is a tool for mitigating the effects of climate change, represented by a system of measures to reduce greenhouse gas emissions to curb the growth of global average temperature, institutionalized in several international documents. The article considers the essence of decarbonization, the EU’s top steps to achieve climate neutrality. The impact of Russia’s large-scale aggression against Ukraine and the conditions for fulfilling its commitments to reduce carbon emissions and achieve a renewed nationally determined contribution of Ukraine to the Paris Agreement. The number of objective factors that complicate the goals. The necessity of formation of effective mechanisms of counteraction to climate change that should be based on decarbonization trends and their influence on reforming of components of the financial mechanism is substantiated. Глобальний характер зміни клімату зумовлює необхідність впровадження ефективних механізмів, здатних суттєво зменшити ризики та негативні наслідки зміни клімату на міжнародному та національному рівнях. Протистояння кліматичним змінам можливе за умови повної декарбонізації національних енергетичних систем і нульових чистих викидів парникових газів у довгостроковій перспективі. Декарбонізація є інструментом пом’якшення наслідків зміни клімату, представленим системою заходів щодо скорочення викидів парникових газів для стримування зростання глобальної середньої температури, інституційно оформленим у кількох міжнародних документах. У статті розглянуто сутність декарбонізації, першочергові кроки ЄС для досягнення кліматичної нейтральності, вплив масштабної агресії Росії проти України на умови виконання зобов’язань щодо скорочення вуглецевих викидів і досягнення оновленого національно-визначеного внеску України в Паризьку угоду, низку об’єктивно діючих чинників, які ускладнюють поставлені цілі. Обгрунтовано необхідність формування ефективних механізмів протидії кліматичним змінам, які мають базуватись на трендах декарбонізації та їх впливі на реформування складових фінансового механізму
