The article concentrates on the overall general primary education system in Bangladesh, its background and present situation, donors’ behavior, political culture, progress, and future education policy that was tried to show in the education plan. Quantitative education gets preference, and the curriculum's main job is to pass the students without quality learning in the formal schooling system. So, it has to create a third space to combine indigenous and western knowledge to give proper and quality education. Quantitative education needs to provide functional literacy, which can prepare good leaders, managers, and administrators.
