Legal and Diplomatic Difficulties in the Development of Hungarian-Ukrainian Bilateral Relations (1989/1990–1991)

In the paper, the author tries to present the legal and diplomatic difficulties in the building of Hungarian-Ukrainian relations that took place at the turn of the 1980s and 1990s. The difficulties stemmed primarily from the fact that therelations between Ukraine and Hungary was marked by the state socialist structure of the Soviet Union and its system. Later the relations between the two parties were also influenced by the crisis and collapse of USSR, which ultimately led to the disintegration of the bipolar world order and the formation of independent states. The article compares and analyzes of the Constitution of the Soviet Union(1977) and the Constitution of the Ukrainian SSR (1978) in the light of the right of self-determination of the Soviet member republics. Special mention is made on the highlighting the role of the Ukrainian Declaration of Sovereignty in the development of Ukrainian-Hungarian bilateral relations. Based on archival materials and examples, the author of the article tries to point out the circumstances under which the bilateral relations between Budapest and Kyiv developed, what were the common goals and interests of the parties. Special emphasis is placed on the opinions of political and diplomatic elites of the two countries regarding the bilateral relations of the countries they represent
