The aim of this paper is delineating some core fundamentals of a proposal for achieving semantic interoperability in the distributed system field by defining a topology of ontological repositories linked to an ontology defined environment that mediate the exchange of services between network elements that uses ontology as language to describe both user requirements and providers capabilities. The paper describes the state of art of the ontology uses in distributed systems, some actual internet architecture limitations and a brief approach oh the environment definition method including some of its layers.
