Improving the efficiency of medical institutions through the formation of rapid response groups and regulation of their work during martial law

Health authorities should raise the awareness of their health care providers in the community about the need to ensure access to services and continuity of vaccination programs, as well as awareness of the vulnerability of displaced persons to infectious diseases. Physicians should be informed to adjust their diagnostic and reporting algorithms accordingly. This should be an integral part of the general provision of health care for those fleeing Ukraine, as well as diagnosis and treatment of chronic diseases and mental and psychosocial health. The topic of researching the effectiveness of medical institutions through the formation of rapid response groups and regulation of their work during martial law has become a new direction in scientific circles. Due to the beginning of Russia's military operations against Ukraine, the environment of the functioning of medical institutions and the priorities of their activities have completely changed. So, in the institution of the State Institution "Lviv Regional Center for Disease Control and Prevention of the Ministry of Health of Ukraine" the following groups function: radiation monitoring and dosimetric control; chemical monitoring and control; groups of epidemiological observation and control; disinfection teams. The article provides an example of some functional roles and skills for rapid response teams, necessary for the full implementation of outbreak control measures at the State Institution "Lviv Regional Center for Disease Control and Prevention of the Ministry of Health of Ukraine". It is important to understand the difference between skills and functional roles. An epidemiologist, for example, can be engaged to perform a variety of functions, including conducting case investigations, organizing emergency surveillance, providing data management support, developing study design, or performing statistical analysis. Not all epidemiologists will have the skills to perform all of these activities. This is why it is so important to define the skills required for the response, so that in the event of an emergency, it is possible to select members of the HSR by matching the response needs to the skill set of the HSR members. The "call-on-demand" system allows for a more organized approach when activating responders, but requires a large administrative effort; this system requires that members of the GSR define periods of time during which they are available for deployment and remain available during those periods.
