Współczesne przewartościowania w systemie służby cywilnej w Polsce

Since 1990 there have been considerable revaluations as far as the requirements for higher ma- nagerial positions in the Polish civil service are concerned. Under the Acts on Civil service of 1996 and 1998 only nominated civil servants were considered qualified to occupy such positions. After changes introduced by the Act on State Human Resource and High Public Positions of 2006, a human resource pool was created for civil servants or concurs that, inter alia, had passed a specially prepared exam and qualification procedure. There was no stability in employment for these positions. Then the Act on The Civil Service of 2008 was enacted, through which open and competitive procedures for higher managerial positions were brought back. The situation as it stands today is that there is both no stability in employment and almost no requirements to be appointed for a higher managerial position, except for a University degree.. In fact, such a regulation does not fulfil constitutional values. Revaluations in Polish civil service are on two different planes: legal and practical one. Changes to the legal system are frequent and significant. There are no long–term solutions that could guarantee the professional fulfilment of public tasks. It is all based on the competences of each individual working in civil service, which is not safe for the system and the State in the long term
