Based on various historical sources: materials of the State Archives of the Kharkiv region; diaries, letters, memoirs, page not found - Kharkov; scientific works of famous domestic and foreign historians, reveals the course of Nazi verbuval′no - outreach campaign in Kharkiv for the voluntary removal of population to city conveyed the militaristic Germany. In full are basic forms, methods, voluntarily - forced nature of fascist verbuval′no - propaganda campaign. The article allows you to understand the reasons that forced the population of Kharkov and region conveyed to voluntary departure in the Third Reich. As a result of conducted research found out that the Nazi verbuval′no-advocacy campaign for the voluntary departure of the population of the occupied Area to the militaristic Germany, despite using a variety of campaign tools, methods of influence on citizens, turned out to be ineffective.
