ISSUES OF CREATING A SCIENTIFIC-PRODUCTION-EDUCATIONAL CLUSTER IN THE TRANSITION PERIOD OF INNOVATIVE DEVELOPMENT

The article considers a cluster approach to the management of human capital. This approach implies the management of "knowledge", the ultimate goal of which is the formation of innovative human capital, stimulating the development of innovations. The main task of human capital management is the preservation and development of human potential as a strategic resource of the national economy in order to increase its competitiveness and economic security. The study proposes to use an innovative scientific, industrial and educational cluster as a tool for managing human capital. The main goal of the innovation cluster is to accelerate the innovative development of economic systems based on the use of innovative capabilities of human capital, which is expressed in the continuous process of updating innovations and increasing the level of innovative activity of the regional economic system.
