Institutional and Legal Foundations of Strategic Communications in Ukraine

The article is devoted to the understanding of the specifics of the institutional and legal foundations of strategic communications in Ukraine with a special emphasis on the comprehensive analysis of the tradition of legal consolidation and organizational support of strategic communications in the security and defense sector, as well as clarifying the prospects for the use of strategic communications in the promotion of Ukraine in the global information space, promoting national interests and spreading pro-Ukrainian strategic narratives among target audiences. Іt was established that strategic communications are a complex social tool for ensuring effective public-authority activities of subjects of power. The formation of strategic communications in Ukraine takes place to a large extent through the implementation of relevant positive foreign experience. Strategic communications are of particular importance for the formation and implementation of state policy in all spheres of social relations. Currently, the conceptual and legal foundations of strategic communications are clearly defined, but there is no comprehensive legal regulation of strategic communications of central executive authorities and local self-government bodies. The national system of strategic communications has not yet been formed. Instead, separate departmental systems function as a kind of experimental working models. In the context of repelling the armed aggression of the Russian Federation against Ukraine, the implementation of strategic communications in the security and defense sector, as well as the promotion of pro-Ukrainian strategic narratives at the international level, is of particular importance. Successful implementation of strategic communications is possible under the condition of consolidation of efforts of state and non-state entities
