State support of innovative education as a necessary condition for the formation of the economy of intellectual and innovative capital

The subject of the research is the state regulation of innovative education as a necessary condition for the formation of the economy of intellectual and innovative capital. The purpose of the article is to identify problems in the national economy and education, a modern analysis of the advanced experience of the countries of the world in the development of an innovative economy, modern education, and to determine the role of the state in this process. Research methods. The work uses a set of general and special (induction, deduction, macroeconomic analysis) methods of economic research, which made it possible to ensure its consistency and goal achievement. Results of work. The article notes that Ukraine has a fairly powerful educational, scientific and innovative potential, but the efficiency of its reproduction requires improvement on an innovative basis. The foreign experience of support and development of an innovative economy and education was taken into account. The main directions of the genesis of intellectual capital in Ukraine have been determined. Scope of the results. The research results can be used in the development of the economic strategy of Ukraine, the Program for the development of innovative education throughout life. Conclusions. The analysis has confirmed the need for support of innovative education from the state. Taking as a basis our own model of the scientific and educational process, it is also necessary to take into account the experience of advanced countries of the world, for example, regarding the application of a new funding model – crowdfunding. Moreover, state support for the development of innovative education is not only reduced to state investments. It is also support by economic levers of state regulation of the economy of the corporate and private sector, venture business, which actively supports the development of innovative education. Also deserves special attention to the development of the corporate model of education, the spread of «turquoise organizations». It is necessary to make a transition from a «linear model» of management to a «cooperative» one, which harmonizes the interests of science, education and business and will contribute to the development of intellectual and innovative capital in Ukraine: it will focus on the development of higher cognitive skills, which include critical and analytical thinking, communication, flexibility, creativity, etc., as well as continuous innovative learning throughout life, which will accelerate the transition to an economy of intellectual and innovative capital
