O nível de participação do Estado na gestão do esporte brasileiro como fator de inclusão social de pessoas portadoras de deficiência

This study aims at analyzing the relevance of sports management within the federal sphere, so that it is effectively institutionalized to the handicapped, as a means of social inclusion. Methodologically, as to its purpose, it was a descriptive research; whereas as to its means, it was an applied research. Historically, sport has not had representativeness and relevance within the federal structures, which may be proven by its high level of change in administrative link, going from one sector to another. Throughout the years and in the history of mankind, the access to sports by the handicapped has always been limited by some barriers: either structural, or related to equipment, or, essentially, to social order. This research has shown that the fact of sports not having any specific identification in the governmental structure hinders any sports public policy, with even more expressive reflexes on the initiatives directed towards the handicapped, whose political representativeness and influence – due to their own situation – happen to be inferior to other sports organized groups’. The existence of a specific ministry to plan and manage national sports demonstrates, theoretically, a higher level of concern for groups with low political influence, however extremely prominent in society
