The subject of the research is the change in the prerequisites of the educational process in political and economic reproduction. The purpose of this article is to identify the opportunities and requirements for training for the growth of the effectiveness of scientific, educational and industrial clusters and the environment for change. The methodology of the work is based on a combination of logical and historical approaches in the analysis of socio–economic processes as the basis for regulatory influences.
