Information and Propaganda Activity of the Ukrainian People's Republic (UPR) in the Period 1920–1921

The turbulent period of 1920–1921, which was marked by the establishment of the Ukrainian People’s Republic (UPR), plays an extremely important role in the history of Ukrainian statehood. Since then begun the understanding of the social-building mission of effective communications, the awareness of the paramount importance of information and propaganda activities of the UPR in the evolutionary processes of Ukraine’s formation on the maps of Europe in the second decade of the twentieth century. Socio-political challenges required open systematic dissemination and popularization of both facts and comments to truthfully inform public opinion about the events of internal and external life, as well as to prevent inaccurate information about the young Ukrainian state in the world. Because of this, providing the Ukrainian and foreign communities with reliable, full information and comprehensive propaganda of Ukraine at all levels determined the state policy of the Ukrainian People’s Republic. Given the above, the purpose of this research is to clarify the question of what was the information and propaganda activities of the Ukrainian People’s Republic (UPR) 1920–1921, through which mechanisms the then leaders managed to ensure the effectiveness of both internal and external communications. To achieve this goal, the following methods were used: the method of studying empirical material (archival documents), descriptive method, generalization method. As a result of the materials of the Central State Archive of the highest authorities and administration of Ukraine, it was established that the lion’s share of information and propaganda work was entrusted to the Ministry of Press and Propaganda headed by politician O. Nazaruk, which was formed in V. Chekhovskyi’s government. Within the Ministry, there was a special department, which took care of informing the Ukrainian emigration on the territory of Poland about the struggle of the Ukrainian people for their rights and with the hostile influence of Bolshevik russia. After the liberation of Ukraine from the bolshevik power, the issue of establishing telegraph communication with various parts of the country and other countries became acute, which led government officials to work on rebuilding the state radio and telegraph network in Ukraine. The search of the UNR government for ways to establish communications inside and outside the country, information, and advocacy activities are invaluable for the history of Ukraine, which testifies to the desire of state dignitaries to build a strong and powerful state
