Covid-19 and Seasonal Migration in Europe: A Comparative analysis of Poland, Spain, The Netherlands and Germany, ADMIGOV deliverable 3.5,

This comparative report focuses on circular and temporary migration schemes of four Member States of the European Union (EU): Germany, the Netherlands, Spain and Poland. It focuses on the agricultural sector that was affected heavily by the outbreak of COVID-19. The study provides an on-the-ground perspective with semi-structured interviews with local stakeholders in the sector. Its main objective is to explore the policies and their implementation. The impact of a global pandemic on seasonal workers employed in the agricultural sector was worrying. The report identifies “good practices” as well as loopholes disturbing an effective collaboration between employers and employees of the sector. The findings show that seasonal workers are essential for the food security of the EU and disruptions of their inflows can significantly affect the EU economy and supply chains. Unequal pay of workers as well as lack of a harmonised system of payments, living and working conditions are among the most urgent issues to be addressed. The implementation of mechanisms in the following areas is needed: recruitment processes, monitoring of the living and working conditions, abuses and discrimination.This is the final report of AMDIGOV work package 3, more information https://admigov.e
