Utilization of State Land by Plantation Business Use Rights Holders in North Sulawesi

This research was conducted to know and analyze the regulation of state land use with plantation business use rights and finding out and analyzing the implementation of state land use by plantation HGU holders in North Sulawesi. The method used in this study is normative legal. The research results show that plantation HGU arrangements are regulated in Law Number 5 of 1960 concerning Basic Agrarian Regulations (UUPA). The implementation of Plantation HGU in North Sulawesi shows that there are still many violations by plantation HGU holders managed by legal entities. Violations occur in the form of not properly managing plantation HGUs granted by the government. Many plantation HGU lands are neglected, so this situation encourages the community to settle in and work on abandoned HGU lands.
