ШЛЯХИ РОЗВИТКУ АНТИКОРУПЦІЙНОЇ ПОЛІТИКИ В УКРАЇНІ КРІЗЬ ПРИЗМУ НАУКИ ПУБЛІЧНОГО МЕНЕДЖМЕНТУ

Despite the full-scale military invasion of the russian federation into Ukraine, the processes of reforming several spheres of state policy continue in our country. The processes of democratization, liberalization and European integration, which intensified after the Revolution of Dignity and intensified in war conditions, continue. The condition for achieving the status of developed democracy, ensuring mutual trust between the government and society, developing market relations and free competition, creating equal opportunities for the development of all citizens, business entities and state authorities and local self-government bodies and, ultimately, Ukraine's full entry into the global civilization there is room for the existence and implementation of an effective and balanced state anti-corruption policy. Taking into account the need for Ukraine to implement the Association Agreement with the European Union, the key tasks for preparing for full integration with the European community, as well as taking into account the relevant requirements of the European and world community, one of the most urgent tasks of public administration and public management today is to strengthen policies, tools and mechanisms for combating corruption at various levels. The article examines the peculiarities of the national anti-corruption policy in light of European integration processes and the development of civil society. The concepts of corruption and anti-corruption policy, its normative basis and institutional support are characterized. The key shortcomings of the modern anti-corruption policy are outlined. It is substantiated that the public management transformation in Ukraine, the transition from classical public administration to the practice of public administration and new public management is one of the key catalysts of the effective anti-corruption policy of the state. The potential advantages of implementing the principles of New Public Management to replace traditional public management approaches are summarized. It has been proven that the transition to the principles of public management will increase the effectiveness of the development and implementation of public policy and the adoption of public management decisions, which can become an objective solution for improving the state's anti-corruption strategy. Ways of improving the methodology of development and implementation of anti-corruption policy, taking into account the principles of public management, are proposed
