BLUE ECONOMY AMIDST THE INTER-AGENCY ENVIRONMENT TOWARDS SUSTAINABLE DEVELOPMENT

Despite being controversial terms and presenting many misunderstandings, blue economy and sustainable development are closely related and are at the very center of the global agenda. Due to the complexity of the actors involved in achieving and promoting both agendas, there is often a diversity of public and private actors at different levels (local, national, regional, and international), which often drives the need to promote these agendas through inter-agency cooperation. From this context, we intend to analyze how these three concepts dialogue with each other, as well as to reinforce the need to consider them together in the analysis of the blue economy agenda. We conclude that although the agenda is currently experiencing a new momentum, through Agenda 2030 (particularly due to the visibility through SDG 14) and the UN Ocean Decade, there are still many misperceptions and confusions about the concepts, which end up translating into inappropriate and limited policies from the point of view of the industries and relevant countries
