The only connection between metals’ photoelectric effect and the body’s bioelectric code seems to be that the photoelectric effect disagrees with classical electromagnetism (classical electrodynamics) and is better described with quantum electrodynamics, the first theory where full agreement between quantum mechanics and special relativity is achieved. Classical theory states that the intensity / amplitude of continuous light should sooner or later produce emitted electrons. Experimental results show that electrons are liberated only when the light exceeds a certain frequency, prompting Einstein to discard continuous light in favour of individual energy packets called quanta or photons.
