Actual aspects of investment activities in Ukraine in war time

The subject of the research is the theoretical and practical aspects of determining investment activity in Ukraine under martial law. The aim of the research is to identify the main supporting elements of the investment activity of potential international and national investors for a faster recovery of the Ukrainian economy in the conditions of war. Research methods. When writing the article, general scientific, special methods for studying economic phenomena and processes for determining topical issues of investment activity in Ukraine during the war were used. Results of the investigation. As a result of writing the article, it was determined that since the beginning of the war between Russia and Ukraine, the vast majority of investment companies and funds in almost every field of activity have severed, minimized or completely reduced their business relations with the aggressor country. Whether mandated by sanctions or simply a matter of choice, the investment business is emerging from every sector of the Russian economy, from its vast energy sector to automobiles, finance, retail, entertainment, culture and fast food restaurants. International investors stop investment activities, withdraw from current projects, despite the implementation phase, and associated risks. In the current conditions of war, the investment business should focus on an effective way to restore the Ukrainian economy. It has been established that such recovery is possible based on a global approach to sustainability criteria – ESG (environmental, social and governance), that is, based on environmental, social and corporate governance. It has been proven that the formation and transformation of business decisions should be carried out in accordance with the new realities, and special attention should be focused on the implementation of the permanence criteria, that is, the ESG criteria, since it is the permanence indicators that reflect how certain investment companies and funds are aimed at strategic investment development and support of the Ukrainian economy. As a result of writing the article, it was found that today Ukraine has become the center of global financial support and investment, the purpose of which is to counteract the Russian Federation and restore the country after the crushing activities of the occupier. It is determined that one of the main areas of investment in Ukraine is energy independence from Russia, which can be achieved through accelerating the transition to renewable energy sources, while looking for short–term options for bringing new oil and gas to the market. It has been established that the support of the government of Ukraine is carried out through the mechanism of investment insurance under martial law, which will ensure the safety of investments in Ukrainian assets for investors. This has been proven possible with the help of the World Bank Group’s Multilateral Investment Guarantee Agency (MIGA), which will enable the use of investment insurance programs in the face of terrorist threats. It has been established that international investment activity for the month of May 2022 turned out to be the most active in the light of receiving approved assistance from the world allies of Ukraine, the USA and the EU, and amounted to 40 billion dollars and 2 billion euro respectively. It is proved that the participation of foreign capital could significantly intensify the conversion of military production, which is especially important in the conditions of martial law in Ukraine. It has been established that the restoration of the Ukrainian economy is not only relevant, but also quite attractive for foreign investors, a field of activity, since it will lay the foundation for a favorable material basis for further business activity of foreign capital.
