BRICS. Fulfillment of obligations in the context of a global governance crisis

The presented work is devoted to assessing the effectiveness of BRICS as an institution of global governance in the context of the global socio-economic crisis caused by the long-term impact of the COVID-19 pandemic and the sharp aggravation of political contradictions in the first half of 2022. The object of the study is the implementation of the decisions of the BRICS summit in New Delhi 2021. The purpose of the study is to monitor and subsequently evaluate the implementation of BRICS decisions aimed at solving global governance problems in key areas – politics and security, macroeconomic policy and finance, reform of the system of international multilateral institutions, development assistance, etc. The relevance of the study is due to the need to develop an optimal strategy for preserving Russia's influence within the largest international dialogue platforms in the interests of countering increased pressure on the domestic economy and political system. The ongoing research will allow us to give an objective assessment of the role of BRICS in the context of the realization of Russia's interests in key areas – macroeconomic policy, healthcare, energy, etc. In preparing the work, the methodology of comparative evaluation of the activities of international institutions was used; methods of monitoring the fulfillment of obligations, systematization of qualitative and quantitative data, expert evaluation, content analysis and criteria selection. The authors conclude that despite the challenges of the crisis, the BRICS managed to maintain the continuity of decisions of the past years in key areas, and also demonstrated a high level of solidarity in the face of increasing political contradictions between Russia and Western countries, which determines the importance of the "five" in the context of the implementation of strategic priorities for the development of the Russian Federation and the preservation of its foreign policy influence
