Abstract: The article presents the formulation process of the universal high-quality nanoplymeric binder for road asphalt concretes whose physico-mechanical properties meet the requirements of service conditions in all the regions of Russia and, perhaps, the entire world. The formulation was based on the efficient use of waste tires and special ultrasonic techniques. Using the new binder, two development batches of asphalt concrete were produced and tested when repairing holes on a road with heavy freight traffic. The condition of those experiment sections of the road is being monitored.
