Methodological bases of statistical evaluation of regional development in the USA and EU countries using context indicators

The subject of the study is systems of indexes that are used to assess their impact on regional development. The purpose of the article is determination of basic factors, that influence on the change of structure of economy different on scale of territories, the processes that characterize the change in disproportions and their dynamics, the classification of regions by level of development, and the structuring of these factors into a system of indicators. Methodology of the work – on the basis of a systematic approach, factors that affect the change in the structure of economics of different territories are determined. Using the methods of statistical analysis, identified trends in the use of a system of indicators at various levels of economic concentration, income, unemployment and living standards. The proposed approaches to economic development with aspects of social progress. The results of the work – an assessment of the use of context indicators was carried out and the influence of factors hindering the achievement of the goals and requiring the emergence of a generally accepted system of new indicators, which will qualitatively change the approaches to assessing the development of countries and their regions, as well as assessing disparities between them Conclusions studies show that almost all statistical indicators used for comparisons between countries or regions or comparative comparisons, both in scientific studies and in European Commission documents, are used as contextual indicators
