In recent years, health insurance coverage in Vietnam has been increasingly expanded. Up to now, the health insurance coverage rate has reached about 90% of the population; There is still a gap with about 10% of the population not covered by health insurance, most of which are informal sector workers. This is a significant challenge in the roadmap to implement the policy of universal health insurance in Vietnam. Based on the literature review method, this study synthesized and analyzed the main factors affecting the non-participation in health insurance of informal sector workers.
