Estimation of the prospects of the livestock sector development on the basis of improvement of the mechanism of preferential lending

The subject of the study is the theoretical and methodological basis for assessing the prospects of the livestock sector development. The purpose of the study is to analyze the current state of the livestock sector in Ukraine from the point of view of the deficit of long–term lending and to develop proposals for the development of the industry. Research methods. In this work such kind of methods are used: analysis, econometric modeling, forecasting on the basis of model assumptions, as well as statistical and graphical methods. Results of work. The article analyzes the disadvantages of the existing lending scheme for the livestock industry. Proposals for raising lending from agrarian banks with corresponding forecasts of production volumes have been developed. The field of application of results. Economics and management of the national economy in the part of state support of agriculture through the mechanism of the loans’ cheapening, in particular, the reimbursement of interest rates for livestock industry entities. Conclusions. As a result of scientific research, the level of credit resources’ provision for agrarian enterprises was detected to be insufficient. The author proposes to improve the lending scheme through the introduction of an additional element, which will be an expert in assessing the creditworthiness of borrowers and the guarantor of returning the attracted resources for creditors. The proposed scheme simplifies the lending procedure. As a result of the implementation of the credit program, business entities will increase production volumes and improve the operational efficiency, which will contribute to the development of domestic livestock industry
