These questionnaires were used for a survey undertaken in order to assess the current state of implementation of Recommendation R(2000)13 of the Committee of Ministers of Council of Europe to the member states on a European Policy on Access to Archives, adopted on 13 July 2000 and to identify current and future challenges regarding Access to Archives. It is a follow-up to the study "Access to Archives - A handbook of guidelines for implementing Recommendation No R(2000)13 on a European policy on access to archives" by Charles Kecskeméti and Iván Székely and published by the Council of Europe in 2005
