The notion that foreign aid harms recipient governments' economic autonomy and undermines citizens’ trust in political institutions and actors remain prevalent and paradoxical. The fact that foreign aid has come to mean development assistance has raised a series of questions that have been debated in the scholarly literature. Moreover, it is universally acknowledged that donors use aid to achieve objectives other than development and poverty reduction. This study assesses the impact of foreign aid on the economic autonomy of different regimes (2001–2021) in Afghanistan.
