Criminal Lethality in Ukraine (Question of the Safety Measuring)

The article substantiates the need to activate criminological knowledge of the fundamental problem of the consequences of crime. It is emphasized that exploring the extent of the effects of crime is of both scientific and practical interest. The nature of the consequences, their parameters, levels of manifestation, the addressees of the cause, the “price” and other points are all mandatory considerations when designing a preventive effect on crime. It is marked that the criminal lethality in Ukraine is not limited to the cases of the obvious and direct trenching upon life and health of citizens (murders, bodily harms of different degree of weight et cetera), plugging in the composition the high index of death rate from other external reasons, that destroys a country into first places among the states of Eastern Europe. Emphasis is placed on the magnitude of modern careless crime related to population automation, occupational injuries and man-made disasters; as well as the criminality of the consequences of certain social diseases. Socio-humanitarian losses of the society in the form of dead and injured persons are investigated. It is argued that the enforcement level, as the level of implementation of a policy of combating negligent crime related to emergencies and catastrophes, does not take into account the danger of its consequences. It is emphasized that the existing scientific developments of the problem of the consequences of crime are characterized by fragmentation and scattered material; the importance of including this category in the basic, rather than additional, parameters of crime is recognized and substantiated by not all scientists; the specialized literature does not have such much-needed expertise as to the methodology and specific methods of calculating all those changes that determine crime for a person, society, state by the fact of its existence. The bottom line is that understanding the real numbers of criminogenic risks and realized threats to individuals, society and the state should be a platform for the formulation and implementation of crime prevention policies
