Peculiarities and Conditions for Development of the Regional Audio-visual Art and Production in Ukraine

The purpose of the research is to characterise the development trends of the regional domestic television, as well as to explore and analyse the conditions in which the commercial and public broadcasters exist. The research methodology is based on such general scientific methods as analysis, synthesis, study (for the definition of the concepts “television”, “regional broadcasting”, “public television”, the generalisation of the data received from the historical and special literature, as well as other sources, in particular, Internet and scientific publications) and logical method (for the development of the existing theoretic representations, obtained from the processing and critical analysis of the research materials). The scientific novelty of the obtained results is the consideration of the understudied development issues of the regional audio-visual art and production at the present stage. Moreover, the research outlines the transition from the state broadcaster to the Public one. In particular, for the first time, it analyses the consequences of the reforms in branches of the Public Television, as one of the most significant regional producers of the audio-visual art. Conclusions. The analysis of the conditions for the development of regional broadcasters allows concluding that for the past few years, the positions of the commercial and public (formerly state) regional broadcasters have changed. It is possible to trace it both in the ratings of the regional broadcasters from the viewer’s side and in the ratings of the compliance with the standards of news reporting
