Through a comparative study between some institutions dedicated to distance education identified the characteristics, functions and competences that a professor should have in order to participate in higher education programs at the "Instituto Politecnico Nacional," and to work as a tutor through the use of Information and Communication Technologies. For the selection of these three items recovered from various proposals, which were also integrated into a model, was taken as reference the current education program in the institute.
