<p>Abstract</p> <p>Background</p> <p>In a recently published article, it was suggested that governance was <it>the </it>significant structural factor affecting the epidemiology of HIV. This suggestion was made notwithstanding the observed weak correlation between governance and HIV prevalence (<it>r </it>= .2).
