L'ÉCOLE OU LA DÉMOCRATIE ENTRAVÉE

The author sets her topic at the crossroads of politics and education. She deliberates on the state of democracy (as she perceives it) in the school, and proposes to demonstrate that the level of democracy that has been reached in politics has yet to be achieved in the school. To this end she analyzes the school system with respect to two basic complimentary rules of political democracy. First she shows that education is forced into a single model based on uniformity and to illustrate her observations she uses the Procrustean bed metaphor. She claims that democracy in schools is impeded, that it reflects totalitarian rather than liberal influences, and that as such it may give rise to marginalisation problems. From this she concludes that the school system is not governed by the first standard of political democracy, namely, the rule of the majority coexisting with institutionalized rival parties. She then turns to experimental schools and observes that the system provides room for innovation. She notes that these schools are usually geared towards generalization merely to contribute to an improved dominant and unique model. In the case of the American system of alternatives, the analysis of various criticisms that have been raised against it leads her, nevertheless, to decide that its implementation in the public schools has opened up the possibility of choice and facilitated plurality. She states, however, that school democracy should go further. According to the second rule of political democracy (which submits majority rule to the respect of minorities on fundamental issues) plurality and diversity should be allowed to exist in education. She concludes by advocating greater participatory democracy in the school. RÉSUMÉ L'auteur étudie sous l'angle de la démocratie les rapports de l'éducation avec la politique. Elle tente de démontrer que dans le domaine scolaire l'état de la démocratie est moins évolué que dans le domaine politique. Pour opérer son diagnostic, elle se réfère à deux règles fondamentales de la démocratie de type libéral. Son analyse l'amène à considérer que l'école repose sur un modèle unique dominé par une uniformité normative qu'elle compare au lit de Procuste. Elle y perçoit une influence totalitariste englobante qui entrave la démocratie et qui engendre des problèmes de marginalisation. Elle en déduit que l'école ne répond pas tout à fait à la première règle de la démocratie politique, celle de la majorité assurée par la coexistence de partis concurrents. Elle passe ensuite en revue les attitudes manifestées envers les écoles expérimentales, le sort qui est fait à l'innovation et les implications des programmes spéciaux ou parallèles qualifés d'"Alternatives" aux Etats-Unis. Ce tour d'horizon l'amène à constater qu'une certaine diversité réussit à percer dans le domaine scolaire. Cependant dans l'optique de la seconde règle de la démocratie politique portant sur le respect des minorités dans les questions fondamentales, c'est le droit à l'existence qu'il faudrait reconnaître à la pluralité et à la diversité.
