Réseaux de villes et dynamique des territoires : une problématique d'aménagement

Didier Paris, Networks of Towns and Dynamics of Territories Organization. the Problematic of The notion of a network of towns imposed itself in the vocabulary of territory organization and replaced the more classical one, for geographers, of urban network. This notion belongs to a conceptual field that has a political and functional content. It refers to towns that are integrated whithin a common territorial system, between which there are of course physical relations, but also and above all functional relations (e.g. : networked universities, common chambers of commerce, sharing of equipment), or/and political relations (concerted policies, lobbying, development of common projects). Through its content, both territorial and political, this reading of spatial organization is different from that done through the prism of urban hierarchy : beyond the part played by the exchanges in spatial organization, the political and functional content can be illustrated here by the example of the Nord-Pas-de-Calais region.La notion de réseau de villes s'est imposée dans le vocabulaire de l'aménagement du territoire, et vient bousculer celle, plus classique pour les géographes, de réseau urbain. Cette notion se situe dans un champ conceptuel à contenu politico-fonctionnel. Il s'agirait de villes, intégrées au sein d'un même système territorial, entre lesquelles existent certes des relations physiques, mais aussi et surtout des relations fonctionnelles (ex. : université en réseau, outils interconsulaires, partage d'équipement commun), ou/et politiques (concertation, lobbying, élaboration de projets communs). Par son contenu à la fois territorial et politique, cette lecture de l'organisation spatiale est différente de la lecture faite à travers le prisme christallérien de la hiérarchie urbaine : au-delà du rôle des flux dans l'organisation spatiale, le contenu politico-fonctionnel peut être illustré ici par l'exemple régional du Nord-Pas-de-Calais.Didier Paris, Stedennet en dynamisme van de gebieden : problematiek van de ruimtelijke ordening. In de woordenschat van de ruimtelijke ordening ontstaat de notie stedennet die de meer klassiek aardrijkskundige van stedelijk net vervangt. Het uitgangspunt is politiek-functio- neel : tussen sommige steden in een gebied bestaan niet alleen fysische maar ook functie- verbanden (gemeenschappelijke universiteit, gedeelde infrastructuren enz.) soms op poli- tiek vlak (concertatie, lobbying, opstellen van gemeenschappelijke projecten). De lectuur van deze ruimtelijke en politieke organisatie verschilt van die van de tradionele hiérarchie tussen steden, wat hier aangetoond wordt voor het noorden.Paris Didier.
