Les représentations de la géographie administrative dans la statistique historique et archéologique des départements de la Somme, du Pas-de-Calais et du Nord au XIXe siècle

nology of their publication and the precision of their distribution within the framework of the administrative geography born of the reforms of the Constituante and updated with the Pluviôse Year VIII Law — departments, arrondissements, cantons and communes — present themselves as a privileged observation point of the way in which the notabilities have accepted and integrated this remodelling of the shape of the territorial grid of the exercice of power and its integration in the centralizing logic of the State. In this paper, we aim, through the use of a documentary corpus constituted of the departments' directories, the periodical publications of the region's learned societies and of the prefectorial committees in charge of the historical and archaeological inventory, at measuring the enthusiasm with which the Somme's, Pas-de-Calais's and Nord's authorities and local scholars have responded to the statistical injunctions of the governments that ruled the country down to the end of the Second Empire. We also aim at showing how, through the various representations of administrative geography thus developed, the permanence of the historiographical strategies devised within the framework of the territorial realities of the Ancien Régime can be read. Our ambition is also to show how, starting with the July Monarchy, the urban networks instituted by historical writing are mentally perceived, become put in charge of keeping memory and thus shape, from one department to the next, various modalities of representation of local realities.Initiée par François de Neufchâteau, fortement revivifiée, à partir de 1834, par Guizot qui la détache de la comptabilité socio-économique, la statistique historique et archéologique de la France fournit à l'historien un certain nombre de critères pertinents pour étudier les modalités selon lesquelles s'opère, dans la France post-révolutionnaire, la reconstruction dé l'imaginaire de l'espace. Elle trouve sa traduction privilégiée dans les monographies locales dont l'émergence est repérable dès les premières années du xixe siècle et que la monarchie de Juillet consacrera comme genre historiographique à part entière. La chronologie de leur parution et la précision de leur distribution dans les maillages de la géographie administrative née des réformes de la Constituante et réactualisée par la loi de pluviôse an VIII — départements, arrondissements, cantons et communes — s'offrent comme un observatoire privilégié de la façon dont les notables provinciaux ont admis et intégré cette refonte du dessin des cadres territoriaux de l'exercice du pouvoir et leur inscription dans la logique centralisatrice de l'Etat. Nous nous proposons, à partir d'un corpus documentaire constitué par les annuaires départementaux, les publications périodiques des sociétés savantes régionales et des commissions préfectorales commises à l'inventaire historique et archéologique, de mesurer les degrés d'empressement selon lesquels les autorités et les érudits locaux de la Somme, du Pas-de-Calais et du Nord ont répondu aux injonctions statisticiennes des gouvernements qui se sont succédé jusqu'à la fin du Second Empire. De montrer comment, à travers les différentes représentations de la géographie administrative ainsi élaborées, peut se lire la permanence de stratégies historiographiques forgées au sein des réalités territoriales de l'Ancien Régime. Comment, aussi, à partir de la monarchie de Juillet, s'opère la configuration mentale de réseaux urbains institués par l'écriture historienne, investis, par elle, d'une fonction mémorielle et dessinant, d'un département à l'autre, de nouvelles modalités de représentation du « local ».Odile Parsis-Barubé, Het geografische beeld van de administratie in de historische en archeologische statistiek in de departementen Somme, Pas-de-Calais en Nord, in de XIXe eeuw. Met de historische en archeologische statistiek van Frankrijk werd begonnen door François de Neufchateau. Guizot bracht er vanaf 1834 nieuw leven in en koppelde het los van de sociaal-economische boekhouding. Hij omvat een aantal criteria voor de studie, in Frankrijk na de revolutie, van de beeldvorming van de ruimte. Vooral de lokale monogra- fieën, die in het begin van de XIXde eeuw beginnen te verschijnen en onder de Julimonarchie een apart historisch genre worden, zijn van belang. Aan de hand van de chronologie van deze publikaties en de spreiding ervan in het administratieve netwerk (ontstaan tengevolge van de hervorming doorgevoerd door de Constituante en de wet van « pluviôse », jaar VIII — departementen, arrondissementen, kantons en gemeenten — ) kan men nagaan op welke manier de notabelen in de provincie de herschikking van het terroritorium in de centraliserende logica van de staat plaatsten. Er bestaat een belangrijk corpus documentatie : departementele jaarboeken, tijdschriften van lokale geleerde genootschappen en préfectorale commissies voor het historisch en archeologisch archief. Men kan daarin nagaan in welke mate de overheid en lokale geleerden van de betreffende departementen ingingen op de herhaalde aansporing van de regeringen tot het einde van het tweede keizerrijk. Men stuit daaronder op het voortleven van een historiestrategie die nog voortbouwt op de territoriale realiteit van het Ancien Régime. Men ziet ook dat er vanaf de Julimonarchie een ander historisch begrip ontstaat met een nieuwe voorstelling van het lokale.Parsis-Barubé Odile.
