Les inspecteurs primaires du département du Nord durant la monarchie de Juillet : réflexions et conseils en matière pédagogique

The inspection rounds were in themselves, according to the wishes expressed by François Guizot (author of the February 26 1835 ordinance creating this body), enough to justify the mission of the primary inspectors. Through the study of the reports, the mail and the lectures of the primary inspectors of the Nord department, we set ourselves the task of questioning the efficiency of this presence and its influence on the pedagogical practice of the school-masters. Indeed, the mere increase in the number of primary schools and of their registered male and female pupils, the direct consequence of the obligation in which each commune was, with the law of June 28, 1833, to keep a school, was not sufficient to conclude to a real quantitative and qualitative development of primary education.La tournée d'inspection devait en elle-même, selon le voeu exprimé par François Guizot (auteur de l'ordonnance du 26 février 1835 portant création de ce corps), justifier la mission des inspecteurs primaires. Etudiant les rapports, la correspondance et les conférences des inspecteurs primaires du département du Nord, nous nous sommes posé la question de l'efficacité de cette présence et de son influence sur la pratique pédagogique des maîtres d'école. En effet, la simple augmentation du nombre des écoles primaires et des effectifs des élèves garçons et filles, conséquence directe de l'obligation faite à chaque commune, par la loi du 28 juin 1833, d'entretenir une école, ne pouvait suffire à conclure à un réel développement quantitatif et qualitatif de l'instruction primaire.Joël Ravier, De inspecteurs van het lager onderwijs in het département van het Noorden tijdens de Julimonarchie : pedagogische overpeinzingen en raadgevingen. Vraag is nu of uit de rapporten en de correspondentie blijkt dat de effectieve aanwezigheid van de inspecteurs enige invloed heeft gehad op de pedagogische prak- tijk van de schoolmeesters. Het is zo dat de verplichting - vervat in de wet van 28 juni 1833 - voor elke gemeente een lagere school voor jongens en meisjes te onderhouden tot zo een schoolgroei geleid heeft waarin weinig ruimte was voor een kwantitatieve en kwalitatieve ontwikkeling van dat onderwijs.Ravier Joël.
