The environmental impact assessment and the public examination that precede the authorization of major activities is the first distinctive régime of environmental law. The impact assessment first appeared in 1969 in the American National Environmental Policy Act. The regime was then introduced in a certain number of countries and institutions were created in order to insure the public examination of projects impacts. In 1978, Québec was the first Canadian province to endow itself of an environmental impact assessment procedure and of an independent institution, the « Bureau d'audiences publiques sur l'environnement » (BAPE) , in-charge of information and public consultation procedures.
