État et nation : la mémoire des territoires (State and nation : the memory of territories)

The strengthening of African states since their independance has been a major political challenge. Even though inherited from colonization, national borders have not been questioned. The many armed conflicts in Africa since the 1960’ s are not based on territorial claims, they are civil wars, where ethnicity becomes an instrument of political ambition. Despite these conflicts, African States have comforted their unity with infrastructure communications and land planning. Territory is also a product of decentralization and regionalism processes. Since the independances, links with former colonial powers have loosened ; new stakeholders have appeared : emerging countries and international organizations, raising the question of humanitarian and ecological interventionism. State construction is accompanied by a process of «nation building » : the memory of territories contributes to the emergence of African nations.La consolidation des États africains depuis les indépendances a représenté un défi politique majeur. Bien qu’imposées par la colonisation les frontières n’ont pas été remises en cause. Les multiples conflits armés qu’ont connus les États après 1960 n’ont pas d’enjeux territoriaux. Ce sont des guerres civiles, les ethnies étant instrumentalisées au service des ambitions politiques. En dépit de ces conflits, les États ont conforté leur unité grâce aux infrastructures de communication et à l’aménagement du territoire. Parallèlement, la production territoriale s’exerce à l’échelle de la décentralisation et à celle de la régionalisation. Depuis les indépendances les liens avec les anciennes métropoles se distendent, de nouveaux acteurs interviennent, pays émergents mais aussi organisations internationales qui soulèvent la question de l’ingérence humanitaire et écologique.
