L'enseignement primaire à Roubaix au XIXe siècle

The city of Roubaix enjoyed in the XIXth century one of the highest rates of population growth in Europe, growing from a population of 8,000 in 1800 to more than 120,000 in 1900. This growth, caused by the development of textile industry, couldn't but be accompanied by the problems of providing elementary education to the children of a population consisting for the largest part of labourers. Now, if the city of Roubaix contributes widely to the economic development of the Department du Nord, a department situated within the bounds of «literature» North-East France, the study of the organization and development of the network of primary education in this city reveals very poor school attendance rates and literacy rates, ranking far below those of the department at large. This study shows how the successive city councils, from the Catholic manufacturers to the collelc- tivists of the Workers' Party, have managed the growth in the enrollment, the demand for education and the needs in manpower of the industry in a century marked by the great school laws initiated by Guizot, Falloux, Duruy, Ferry and GobletLa ville de Roubaix connaît au XIXe siècle un des plus fort taux de croissance démographique d'Europe, passant de 8.000 habitants en 1800 à plus de 120.000 en 1900. Cette croissance, liée au développement de l'industrie du textile ne se fait pas sans poser le problème de la scolarisation des enfants d'une population en grande partie ouvrière. Or, si la ville de Roubaix contribue grandement au développement économique du département du Nord, département situé dans la France «alphabétisée» du Nord-Est, l'étude de la mise en place et du développement du réseau d'instruction primaire de cette ville présente des taux de scolarisation et d'alphabétisation très médiocres, toujours inférieurs à ceux du département. Cette étude montre comment les conseils municipaux successifs, des fabricants catholiques aux collectivistes du Parti Ouvrier, ont géré la croissance des effectifs, la demande d'éducation et les besoins en main d'œuvre de l'industrie dans un siècle marqué par les grandes lois scolaires que sont les lois Guizot, Falloux, Duruy, Ferry et Goblet.Het groeiritme van de bevolking in de stad Roubaix in de XIXe eeuw, van 8000 inwoners in 1800 tot meer dan 120000 in 1900, behoort tot de hoogste in Europa. Deze aangroei veroorzaakt door de ontwikkeling van de textielindustrie brengt heel wat problemen mee voor de scolarisatie van de kinderen, voornamelijk uit de arbeidersklasse. De stad levert een grote bijdrage tot de ekonomische ontwikkeling van het département van het noorden, dat in het traditioneel sterk geal- fabetiseerde noordwesten ligt ; maar uit de studie van de ontwikkeling van het net lagere scholen blijkt dat de scolarisatie — en alfabetiseringsgraad zeer middelma- tig is en onder het departementele gemiddelde ligt. In dit artikel toont men hoe de opeenvolgende gemeenteraden, van de katholieke textielfabricanten tot de collectivisten van de Parti Ouvrier, de groei van de schoolbevolking en de vraag naar opleiding evenals de nood aan arbeidskrachten voor de industrie opgevangen hebben in een eeuw waarin de grote onderwijswetten van Guizot, Falloux, Duruy, Ferry en Goblet tot stand kwamen.Ravier Joël.
