The foundation of Roman colonies marked a new beginning in the sphere of relationships, values and laws for those who inhabited their territories. A new social hierarchy emerged in which the original pre-colonial population found itself excluded from the civic framework. From a juridical point of view, their status was assimilated to that of foreigners domiciled in a city. But this led to inevitable confusion when the terms incolae and paroikoi were used, from this period, to designate not only foreigners domiciled in a city, but also the pre-colonial inhabitants, and, by extension, the entire non citizen population of a city.
