The United States Government Increases its Control over the Flow of International Information. In President Reagan's first term of office, the United States led an aggressive, jingdîst and self-centered international communications policy. Championing the free flow of information, the United States increased the cultural exports, primarily through a more powerful and unified United States Information Agency (U.S.I.A.). Inter-agency programs have been mounted to counter Russian « propaganda » and vindicate the American democratic system. The Reagan administration has also strongly backed the exporting efforts of information and communication of private industries. On the other hand, these companies and the scientific community at large have resisted the administration's increased control over strategic and scientific exports of goods and data («Operation Exodus»). In fact, the Reagan administration seems unable to view the international flow of information otherwise than in terms of a battle in which the United States is pitted against the rest of the world.Sous le premier mandat du président Reagan, les Etats-Unis ont mené, en matière de communications internationales, une politique agressive, nationaliste et égoïste. Au nom du libre flux de l'information, les Etats-Unis ont multiplié les exportations culturelles grâce à une United States Information Agency (U.S.IA) plus puissante et plus unifiée. Des inter-agences ont été lancés afin de contrer la « progagande » soviétique et de vanter les mérites de la démocratie américaine. Le gouvernement a aussi apporté un soutien considérable aux efforts d'exportation des industries privées de la communication. Cependant, ces mêmes compagnies ainsi que la communauté scientifique s'opposent aux efforts du gouvernement qui voudrait exercer un contrôle plus rigoureux sur les exportations de matériels et de données de nature scientifique ou stratégique («L'Opération Exode»). En fait, le gouvernement Reagan semble incapable de concevoir l'échange international d'informations autrement que comme un combat entre l'Amérique et le reste du monde.Eudes Yves.
