The Economies of power in American cities. The growth of political power in American cities has been particularly striking during the past half-century. Technocratic reorganization is repla cing the former partisan "machines" with new technocratie "machines" whose functioning escapes local control and tends to increase the power of large firms over the urban government. Increasingly, co-ordinated and coherent pressure on their part is placing municipalities in the hands of a technocratic elite.
