The Production of Legal Norms by Civil Service Sector. The following pages present the results of a series of « participant observation » type studies of the application of administrative law by civil servants. In modern, western nations, the structure of political powef has turned into that of an « administrative State ». In the day to day handling of cases, civil servants produce rules, images and principles that define law and which the public discovers as an imposed order. This concerns laws such as those pertaining to sickness benefits, environmental protection, work conditions, etc. Many examples of these rules, which civil servants live out and conceive in an informal manner, are discussed and summarised as a typology.
