Abstract. - At the beginning of the 20th century the rise of Nancy, most important town in N.E. France because of the frontier created by the Treaty of Frankfurt (1871) is most particularly évident in a strong demographic and spatial growth. The limited amount of communal land (1,406 hectares, 120,000 inhabitants in 1911) prevents the town from spreading in the future at the expense of the adjacent village communes. But a secular tradition of town planning makes Nancy solicitous to control its extension : thus the remarkable project in 1913 « Plan for the extension of the agglomération of Nancy » which immediately poses the problem of the administrative structure of the urban region.
