Russians in the Ukraine: An issue related to a national identity Contrary to the fears of many political analysts at the time of independence, interethnic conflict has not occurred in Ukraine since 1991. The cultural proximity between Ukrainians and Russians has made it easier to integrate the latter, who make up nearly 20% of the population. Except for Crimea, Russians have voiced few demands over the past sixteen years. However the issue of the Russian language divides public opinion.
