The Czech Republic's changing presidency The presidency stands out in the Czech constitution. Even though emphasis should be placed on a strong continuity running back to Masaryk, an analysis of the political situation since 1989 reveals significant changes, especially after the partition of Czechoslovakia. The presidency is a key institution in a parliamentary sort of system where the government has preeminence. The head of state's place and role are now changing as a function of politics and in line with the acting president's personality and conceptions. A political president, V. Klaus, has succeeded V.
