Développement rural et structures coopératives au Mezzogiorno

Summary. The action taken by the Italian government, especially that within the framework of financial aid to the south, in order to remedy regional under-development in Mezzogiorno, has alredy extended over more than fifteen years. It began with the agrarian reforms of 1950, and with a widespread attempt to modernise the region and to create indispensible basic economic structures. This was followed up by considerable help given to private investers. Finally, since 1965-1966 a scheme has been set up for the « Planning of Co-ordination of Public Investment in Mezzogiorno », which has its emphasis on industrial development. However, the problems of reforming agricultural structures and of increasing agricultural production, which are still of considerable importance in the south, are far from being solved. In this respect it seems interesting to follow the progress of the first successes achieved by the co-operative movement in the principal sectors of the agriculture of Mezzogiorno, with the help of the « Ente » of development. L'action entreprise par le gouvernement italien, dans le cadre surtout de la « Caisse pour le Midi », en vue de remédier au sous-développement régional du Mezzogiorno, se prolonge déjà depuis plus d'une quinzaine d'années. Elle a débuté par les réformes agraires de 1950, et par un large effort de modernisation et de création des infrastructures indispensables, s'est poursuivie par une importante aide aux investisseurs privés. Depuis 1965-1966 a enfin été mis sur pied un « plan de coordination des interventions publiques au Mezzogiorno » orienté notamment vers le développement industriel. Mais pour autant, les problèmes de réforme des structures agraires et de relèvement de la production agricole, qui conservent une importance majeure pour les populations méridionales, sont loin d'être résolus. Il paraît à cet égard intéressant de suivre les premiers progrès réalisés par le mouvement coopératif dans les principaux secteurs de l'agriculture au Mezzogiorno, avec l'appui des « Ente » de développement.Poncet J.
